Increased access, expanded benefits, policy enhancements & compassionate care await registered members.
CAGAYAN DE ORO- A New Era of Care and Excellence await Philhealth members at the Local Health Insurance Office-Cagayan de Oro (LHIO-CDO) which was officially inaugurated on July 14 at its new location at the South Concourse of Limketkai Mall.

This was the commitment to all members made by Philhealth executives led by Area IV-Mindanao Vice President Gregorio C. Rolluda and Region X Vice President Delio A. Aseron II.
“This isn’t just an office; it’s a promise. A promise to every citizen of Cagayan de Oro City and at large Northern Mindanao, that access to quality health insurance will be not just a right, but a truly positive and even delightful experience,” Rolluda stressed in his message. “Our vision for this office is clear: customer delight. We believe that every interaction, every inquiry, every transaction, should leave our members feeling (VRS) Valued, Respected, and fully Supported.”

“We’re here to ease burdens, not add to them. We’re here to provide clarity, not confusion. From the moment someone walks through our doors or connects with us online, we want them to feel a sense of trust and confidence, knowing that their health and well-being are our top priority. We aim to transform what can sometimes be a daunting process into one that is seamless, efficient, and yes, even pleasant,” he added.
Aseron disclosed how the new facility enabled more convenient and easier access to members who found the previous venue a constraint.
“Compared to only 350 square meters (sq.m.) on the 2nd floor and a backroom at the 4th floor, the new office has now been moved to the ground floor which it makes it more accessible to seniors and PWDs. With 850 sq.m. of floor space which now integrates the frontline and backroom, our lobby now has more space and seating capacity with more counters that enables us to transact with more members,” Aseron said.




The new office is now compliant with office policies in terms of manpower and equipment, with additional facilities like conference, wellness and training rooms to better better discharge its CDO marching orders: Communication- so all personnel are conversant with Philhealth policies and benefits when they transact with external and internal partners; Drive for Excellence- Continuous improvement, and don’t settle for mediocrity; and, Offer Pro Active Assistance to all members – to always serve everyone with a heart, he added.
Aside from the increased comfort and convenience the new location affords, Philhealth members would be further encouraged to avail of the expanded benefits and services such as Konsulta Plus SDG, PhilHealth Gamot, and Global Budget with the expansion of the Province Wide/Citywide Provider Network (PCPN), and Health Care Provider Network (HCPN) as part of Philhealth’s 30th Anniversary theme “PhilHealth Panatag Ka”.
In his message read by City Administrator Atty. Roy Hilario Raagas, City Mayor Rolando “Klarex” Uy echoed the Philhealth executive’s commitment to its members with the LGU’s shared goal of universal health care coverage for every Kagay-anon.

“Today’s inauguration of the new LHIO-CDO Office is more than just the opening of a physical space — it represents a stronger, more committed partnership between PhilHealth and the people of Cagayan de Oro. It embodies our shared goal: to provide every Filipino family — especially the most vulnerable — with equitable access to quality, affordable, and responsive healthcare services.”
“With this milestone, we in the City Government reaffirm our steadfast support to sustain and scale our local UHC implementation. Guided by our R.I.S.E. CDO Development Agenda, we remain committed to Responsive, Inclusive, Safe, and Effective governance, and this includes ensuring that our health systems, policies, and services work hand in hand with PhilHealth’s mission.”
Not the least, Rolluda exhorted the LHIO personnel led by Marlon Niño S. Arrabaca, LHIO-CDO Head, to discharge their duties with empathy and compassion.

“You are the heart and soul of this office. You are the frontline, the problem-solvers, the compassionate voices, and the guiding hands that will shape the experience of every member we serve,” the Philhealth exec enjoined. “Your work here is not merely a job; it is a profound service to our community. Each of you has the power to make an extraordinary difference in people’s lives. When you go the extra mile, when you listen with empathy, when you provide solutions with a genuine smile, you are not just processing a claim or answering a question – you are building trust, fostering peace of mind, and contributing to the overall health and prosperity of Cagayan de Oro.”
“Let us embark on this journey together, united in our commitment to serve with excellence, to foster customer delight, and to make our Local Health Insurance Office a beacon of compassion and efficiency here in Cagayan de Oro. Continue to be the bar of excellent public service, and may this office truly serve the best interests of our beloved city.”

For his part, Aseron similarly stressed Philhealth’s Mabilis (Hospitals and Providers are paid on time), Patas (Hospitals deliver better care), at Mapagkakatiwalaan (Filipinos feel secure in their health insurance coverage) thrust in pursuit of its Rise 30 mission under its new Acting President Dr. Edwin Mercado aimed at transforming the Corporation into a more responsive, efficient and sustainable organization.

The Rise Mission: 30 Months Forward, 30 Days at a Time, envisions tangible improvements every month, aimed at Easing the Administrative Burden, Regaining Members Trust, and Building Institutional Capacity under the current administration’s “Sama-samang pag-angat para sa Bagong Pilipinas” slogan.

“Tuloy-tuloy ang tapat at dekalidad na serbisyo na handog naming sa lahat ng membro!” he stressed. (We continue to offer honest and quality service which we proffer to all members!)

PhilHealth’s “Rise 30” refers to the 30% increase in benefit packages implemented by PhilHealth in February 2024. This increase aims to reduce out-of-pocket expenses for Filipinos and is part of a larger effort to improve PhilHealth’s responsiveness, efficiency, and sustainability in support of the national agenda to provide robust financial risk protection to families facing catastrophic illnesses. By reducing out-of-pocket expenses and ensuring access to quality healthcare through standardized care protocols, “Rise 30” represents a significant step towards a more inclusive and responsive healthcare system for the Filipino people. PhilHealth is also looking at another round of increases, potentially another 30%, before the end of the year.
