COUNCILOR Ian Mark Q. Nacaya, chair of the City Council committee on planning and development, has proposed the inclusion of a Mass Transit System to newly-confirmed Roads and Traffic Administration (RTA) head Col. Rizalino Borlagdatan (ret) as part of the RTA’s long-term plans for Cagayan de Oro.
Borlagdatan presented the RTA’s plans and programs before the legislative body during its 73rd regular session presided over by Vice Mayor Rainier Joaquin V. Uy.
Nacaya, who has been pushing and working for the metropolization of Cagayan de Oro, stressed that planning for the city should go beyond the short term.
“Dili magplano good for one year, long-term dapat dagko nga plano,” the councilor stressed.
Nacaya acknowledged that the task of the RTA head is difficult.
“To some it’s just a common sense but to many it’s about managing the affairs of certain operations that would require expertise,” he admitted.
“Ang ako lamang is study, implement. Kung dili lugar na mabuhat, mangayo or mangonsulta sa mga karaan na dinhi, mga konsehal o kinsa man ugaling mga eksperto dinhi. Willing kaayo mag-volunteer o motabang dinhi sa ato sa dakbayan.” Nacaya added.
According to the councilor, the task is very difficult considering that it could not be and cannot be provided clearly with actions that are most needed unless one goes out to the field.
Considering the limited resources of the local government departments like RTA, the most logical action is tapping other agencies to aggregate its resources, he added.
“Kung gamay or limited imong resources, kay limitado man gyud ang goberno-lokal, ang imo gyud buhaton is mo-tap gyud ka sa other resources. Sayod ta nga ang Kagay-anon mahilig og volunteer labi na sa mga barangay, gusto motabang by managing the affairs of traffic in their area of jurisdiction. So kanang limitado nimo nga personnel mag-tap na lang ta’g mga volunteers kay daghan kaayo mga organizations nga gusto mag volunteer, why not do that,?” Nacaya suggested.
This undertaking will not only fill in the lack of human resources of RTA but may also form part of the long term plan of the organization, Nacaya said. (SP/JAOclarit)
